Citizens are the natives of the Rooted Empire. Most citizens do not engage in combat (with the exception of the Guard and the Slayer).
A few generic citizens were first introduced in Journey to Rooted Hold, but merely as commentators on Beethro's gameplay and had no influence on the story (with the sole exception of the 84th Negotiator). Starting in The City Beneath, citizens started to play much more prominent roles.
Citizens with active roles are given numbers ("Names") from the Naming Office; this numbering follows a hierarchical order, where 1st is the most senior position.
